Annual General Meeting Minutes July 11, 2009
CLPOA Business Meeting
Executive Present: Jim O’Shea, President; Bill Rasberry, 2ndVice-President; Debbie Kerridge, Treasurer; Dennis Westlund, Secretary; Kathy Robichaud, Corn & Wiener Roast Chair; Chris Popovich, Regatta Chair; Ian Gorman, Membership Chair; Debbie Kirton, Director; Gail Walmsley, Director.
1. Opening Remarks by Jim O’Shea
Jim O’Shea called the meeting to order, introduced the executive and welcomed the members in attendance. He thanked the Apsley Legion for the timely use of their facility. A donation will be made. Wayne and Dorothy Farquhar were thanked for providing coffee and cookies.
2nd Vice President Bill Rasberry will be the new Association President.
Bill thanked Jim for his service as President and for all the Lake Association work done. Jim will continue with producing the year book.
Guest speakers, Reeve Jim Whelan, Deputy Reeve Barry Rand, Graham Allen, Community Policing and Rafiq Dosani, Auditor were introduced.
The Lakeland Conference IX on climate change is in Haliburton this year. Four from Chandos, including Jim and King Baker are signed up so far.
It was noted that for the Regatta, swim racers 6 and under and non swimmers must wear life preservers.
A Peterborough County stewardship award brochure is available. There is a possibility of a Chandos Lake stewardship award.
2. North Kawartha Township Report
Jim Whelan, Reeve, praised and thanked Jim O’Shea for his service to our Lake Association.
He then reviewed the activities and progress of the past year including:
Official Plan
- signed and in force.
- 30 meter set back is for new development only, not existing.
Community Centre
- there were cutbacks to get within budget but another $1 million grant, July 1, allowed it all to be returned.
School
- operational for 2010 school year.
Adult Community
- 10 acre site, well drilled, road constructed.
Broad Band
- somewhat frustrating, $1 million allocated 2 years ago.
- towers do not give complete coverage.
- last $1 million on DSL up to Woodview.
- there is a combined municipal application for $170 million for Eastern Ontario. To be announced this fall. Every one to get broadband by towers, DSL or satellite. Speed target is 10 MHertz.
- also is discussion of Rogers, Bell and Telus service using cell towers and plug in sticks. Does not have 100% coverage. Cost depends on how much data is carried.

Community Centre/Rink

there are some questions but no solid answers yet --- will there be enough activities to support operating costs? --- how many hockey teams? --- future facilities to be added?
Roads

there are many road problems, wash outs, Balmer road improvement, etc.

action is planned but it will be slow.
3. Minutes of the AGM of 7 July, 2007 were distributed and reviewed.

4. Treasurer’s Report
- Debbie Kerridge provided a report to Dec 31, 2008.
- the association is financially secure, with a bank balance of $32,000.
- fees were increased from $30 to $35 for the new lake marker buoys.
- there were 762 members last year but 800 are desirable.
- association information can be presented in the year book, by newsletter and web site.
- general expenses are similar to last year.
- year book and news letters are self supporting.
- $13,000 used for the lake capacity study over 6 years.
- $9,750 increasing to $11,000 for marker buoys.
- $1335 for computer costs. The year book computer may be updated.
- insurance costs are stable.
- Motion to appoint Rafiq Dosani auditor for one year moved by Debbie.
- Seconded by Heather Mains. Carried.
- financial report is in the year book and the hand outs.
- Motion to accept the financial report by Brian Strong. Seconded by Richard Jefferson. Carried
5. Announcements, etc. for 2009
- Regatta – Aug 1
- C& W Roast – 5 Sept
- should lake markers be yellow or follow the Federal System? Are there insurance implications? All lake markers in Ontario are being reviewed. They may all be changed to yellow.
- reflective tape will not stay on. Try 1 inch tape.
- previously tried lights on the buoys but they were immediately vandalized. Idea was dropped.
6. Chandos Lake Capacity Study update by Bill Rasberry
- 100 page report and 170 page appendix can be viewed on line.
- report centres on phosphorous, dissolved oxygen and lake trout.
- weeds, algae and cloudiness impact trout and humans. Serve as a canary for the lake.
- the report looks at trends of chemistry and conditions over time.
- Conclusion --- no further shoreline development because phosphorous is elevated and oxygen depleted. The lake, and especially Gilmour Bay, is at capacity.
- the lake is 80 – 85 % spring fed and takes 7 years to flush out.
- the future course depends on activities of current residents to a large extent. The largest issue is old septic systems.
- our actions - Jim and Bill have reviewed and made input.
- MNR will review the report.
- MOE and Peterborough County must approve it.
- association will publicize the report.
- the future is the Lake Plan.
7. Chandos Lake Plan
- Jack and Stoney Lakes have just finished theirs.
- done by volunteers rather than consultants.
- purpose is to improve the culture and condition of the lake.
- we are planning information sessions, at the Regatta, at the C & W Roast and 1 or 2 meetings.
- set up a steering committee and begin the process.
- Barry Rand heads up the Comprehensive Zoning Bylaw Committee. Some bylaws can be put in the Lake Plan. For example, restoring, protecting the shore line.
- education is half, bylaws are half.
8. Septic Pumping
- proposal to assist cottagers by contacting service providers and maintaining a list of cottagers requiring pumping. The list was started at the meeting.
- list to be maintained by Ian Gorman. Dennis Westlund to phone contractors.
- further information in the next news letter and on web site.
9. Regatta Planning Report by Chrs Popovich
- August 1st. this year.
- photography, kid zone sub-committees.
- would like an e-newsletter to communicate.
- recycled crafts.
- there were canoe concerns and a boy swimming outside the markers.
- Jim was asked for photos.
10. Boating
- Dan Boyd will run courses as required.
11. Community Policing by Graham Allen
- North Kawartha Community Policing is a sub-committee of Council.
- planning to acquire Radar Boards which are portable units that read, display speed and record the data, like how many and what speeds.
- possibly a hand held device.
- for roadways and on the water.
- information will go to council and/or the OPP.
- Council provided a budget of $6000. CLPOA is being asked for $500.
- Moved by Debbie Kirkton, seconded by Diane Coons that the Association donate $500. Report to the Association requested. Carried.
12. Peterborough County Stewardship Award
- inform King Baker of any nominations for this.
13. Golf Tournament.
- July 12th at Marvel Rapids.
- mixed golfing at Owenbrook on the 11th, with pot luck.
- Second one in Sept.
14. Other Business
- can fish, walleye, be planted in the lake? The MNR normally refuses. You might refer it to King Baker.
- Newsletters are available as PDF’s on the web site. Cost carried by advertisers.
- perhaps change the location of the AGM or have an official back up location.
- other methods of fee payment are being considered.
- Chris thanked Jim for all his work and accomplishments and presented the CLPOA Service Award.
- establishment of an on going Jim O’Shea Service Award was announced.
