Annual General Meeting Minutes July 5, 2008

CLPOA Business Meeting

Executive Present: Jim O’Shea, President, Dan Boyd, Vice-President, Debbie Kerridge, Treasurer, Dennis Westlund, Secretary, Kathy Robichaud, Corn & Wiener Roast Chair, Ian Gorman, Membership Chair, Debbie Kirton.

1. Opening Remarks by Jim O’Shea

Jim O’Shea called the meeting to order, introduced the executive and welcomed the members in attendance. Our hosts, Wayne and Dorothy Farquhar, were thanked for hosting and providing coffee and cookies.

Past presidents Frank Banwell and Ed Marshall were acknowledged. Guest speakers, Reeve Jim Whelan, Deputy Reeve Barry Rand, Shannon Slessor, Crowe Valley Conservation Authority and Bill Gladwish from the North Kawartha Community Development Corporation were introduced.

The Lakeland Conference VIII on climate change, Fleming College, Haliburton, Sept. 27th was mentioned.

It was noted that for the Regatta, swim racers 6 and under must wear life preservers.

A rep from Nexicom was unable to attend. Jim Whelan will cover this.

2. Minutes of the AGM of 7 July, 2007 were distributed and reviewed.

3. Treasurer’s Report

  • Debbie Kerridge provided a report to Dec 31, 2007.

  • the association is in a strong financial position, bank balance of $26,000 at Dec 31 /07.

  • 804 members at the end of 2007, and dues of $24,000.

  • yearbook revenues offset printing and mailing.

  • One time costs in the year included - pop-up awnings

  • membership banner

  • new deck on the pontoon boat

  • buoys for West Bay sailing races

  • revamped website

  • 2007 Regatta trophies

  • all marker buoys have been replaced in 2008. There was a $5 increase in membership dues to finance this. It will take 2 years to repay the cost.

    • Motion to accept the financial report by Bill Gladwish. Seconded by Tim Marlatt.

    Carried.

    • Motion to appoint the auditor for one year moved by Jane Marlatt.

    Seconded by Tim Marlatt. Carried.

4. North Kawartha Township Report

Jim Whelan, Reeve, reviewed the activities and progress of the past year including:

High speed Internet

  • The South Bay tower is powered up and will be on line mid July.

  • new Ontario Government funds of 30 million over 4 years for broadband.

  • gaps in coverage will be analyzed and funds applied for.

  • contact Nexicom for service.

Initiatives currently under way

  • applied to the federal government for new/revamped computers. Available free to those over 65. Availability will be announced.

  • new school with gym, library and daycare to start construction next spring, target is Sept /09. $6.5 million project. Township is contributing funds for library and stage.

  • $9.5 million grant was received for the new arena and community centre. Architect has been selected. Site work has started and the old arena will be condemned.

  • $16 million will be spent on Apsley area projects in 2008.

  • nurse practitioner Sally Khan has started work.

  • an elder care facility has been proposed and is being looked at.

  • the Health Centre donor wall will be finished by the end of July.

  • the new Fire Hall, Station 1 is now open.

  • new provincial building regulations require compliance by March /09. They include a 100 ft set back for new construction. New Bylaws are planned to protect currently positioned cottages. The government would have to accept these. There are potential non-compliance problems for planned changes/additions.

  • the cottage association is very important. The support is critical so that our interests are represented at all times.

5. Executive Elections

  • there were no nominations.

  • Motion to reinstate the Executive moved by Barry Rand. Seconded by Ed Marshall. Carried.

6. Chandos Lake Capacity Study update by Jim O’Shea

  • the first draft has been received.

  • a list of improvements, such as a synopsis of improvement recommendations, is being developed.

  • there are 896 seasonal and 117 principal residences on the lake. Total of 1013 developed and occupied.

  • potential remaining is for 94 on the main lake and 3 on Gilmore Bay which is already closed to more development.

  • the association will be fully reviewing the report.

7. Safe Boater Training

  • Dan Boyd reported that the 3rd annual safe boating course had 13 students registered who all passed the test for their pleasure craft operators’ card.

  • Harold Forbes Memorial Awards were presented.

  • there was a fire department demonstration and instruction.

  • boating instruction manuals are available from Dan. Review sessions and tests are available for fee of $50.

  • Sept /09 is the deadline for the operator’s permit.

  • all foreigners also need the permit except US boaters for 1 month maximum.

  • Lake Markers

  • 86 old markers have been phased out and replaced with new spherical ones.

  • volunteer cottagers for winter storage of the markers are needed - one is required for each of West Bay, South Bay (Dan B.) and the Main Lake.

8. Regatta Planning Report by Jim for Chris Popovich

  • August 2nd.

  • largely the same as last year.

  • noted life preserver requirements.

  • bake sale will be run.

  • youth and adult volunteer socials will be in August.

9(a) Crowe Valley Conservation Authority

  • Shannon Slessor, Regulations Officer invited questions from the members.

  • there are generic regulations to regulate the watershed area to minimize risk from unusual, extreme events. The objective is conservation of lands and shoreline.

  • 100 year extreme water level may be established for Chandos.

  • old severances are grandfathered in. New applications are assessed by the CVCA.

  • the Winters Bay development will be subject to environmental assessment, 1 in 100 year water level, flood plain, drainage and septic capacity study. There is currently no application for development and therefore no conclusions.

  • when purchasing a lot, due diligence falls on the purchaser. A lot could be purchased and then turn out to be non-developable. Working with a lawyer is recommended.

  • interior renovations do not concern the CVCA. Expanding the exterior requires CVCA approval before a building permit can be issued.

9(b) North Kawartha Community Development Corporation and the Apsley Market

Bill Gladwich

  • not for profit company, formed in Jan /07, meets monthly, $20 member fee.
  • promotes and supports community and economic activity in North Kawartha.
  • worked to retain the Apsley school.
  • established Apsley Village market with 15 vendors.
  • built and installed planters and benches.
  • new technology speakers at the market.
  • welcome home program for new arrivals to the community.
  • fun sports challenge after the 1 July parade.
  • shop local campaign and scavenger hunt at local businesses.
  • logo contest and booklet of community resources

9(c) The Nexicom speaker was unable to attend

10. Winter’s Bay Development Update by Jim O’Shea

  • little to add to the previous discussion.

  • there were 3 severances proposed, but two on Finch bay were cancelled and one on Winters Bay added.

  • the latest is for 11 cottages and the owner may want one of them for himself. There are wetlands involved and the CVCA will be reviewing it.

11. Tree & Shrub Program by Jim O’Shea

  • Very successful, with much demand.

  • More than 2000 trees & shrubs were distributed this spring.

  • The program will be repeated, place orders before year end.

12. Other Business

  • Ian Gorman proposed to have fees paid for 2 year periods. There was a discussion. Moved by Ian Gorman, seconded by Bill Gladwich that the association increase fees by $1 every other year and offer the option of a two year sign up with a lower fee, by $1, saving rate. There was further discussion of Pay Pal, direct deposit, VISA, etc. but no decision was taken. The original motion carried.

  • Security measures concerning boating safety, high speed boating, the Gilmour Bay pike tournament and West Bay narrows congestion were discussed. Speed limits can only be enforced where posted or where regulations apply. Unsafe operation of a vessel can be enforced.

  • Lake access at the Winters Bay development was questioned. There is more than 4000 feet of shoreline but no decisions have been made.

  • New backlots are permitted on municipal roads but not on private roads.
