AGM Minutes July 8, 2006

Executive Present:

J. O’Shea called the meeting to order, introduced the executive and welcomed the members in attendance.

Approval of Minutes

A motion to accept the minutes the minutes of the meeting of July 9, 2005 was made by Cal Talifer, seconded by Dennis Westlund and unanimously approved.

Financial Statements to December 31, 2005

Heather Mains provided a report to December 31, 2005 (attached), noting that the Association is in a strong financial position, with a bank balance of $12,200 at December 31. She also reported that there were 780 members at the end of 2005, and 715 paid members to June 30, 2006. A motion to accept the financial statement was made by Barry Rand, seconded by Carolyn Boyd and unanimously approved.

Appointment of Auditor

Heather Mains made a motion to appoint Rafiq Dosani, Chartered Accountant to review the financial statements of the Association for the year ended June 30, 2007. The motion was seconded by Brian Strong and unanimously approved.

Election of Directors and Officers

Jim O’Shea reviewed the slate of Directors, noting that there is an open position for the role of Secretary and asking for nominations from the floor. There being no nominations from the floor, a motion to elect the Directors was made by Helen Dosani, seconded by Wayne Farquhar and unanimously approved.

Subsequent to the election of directors, there was a motion made by Brian Strong to nominate Dennis Westlund, seconded by Dan Boyd, and unanimously approved. Jim O’Shea welcomed Dennis to the Board of the Association.

Lake Capacity Study

Jim O’Shea reported that our consultant, Tony Usher, has substantially completed the Lake Capacity Study (budgeted at $10,000) and upon completion of the report will make recommendations for the lake. The Association will provide a copy of the report to the Municipality of North Kawartha so that the recommendations become a matter of public record and potentially incorporated into the Official Plan.

Safe Boating Training

Dan Boyd reported that the 1st safe boating course was held at the Glen Alda Community Centre for 12 students on June 24, and that all 12 students passed the test for their pleasure craft operators’ card. He reported that on July 28 another course will be held for youth only, on August 18 there will be a session for review and test writing, and that there will be a booth at the regatta and corn & wiener roast to provide further opportunities for people to take the test. Dan noted that the deadline is 2009 for all operators of boats less than 4 meters in length and born after 1983 to be licensed for pleasure craft operation.

Regatta

Chris Popovich reported that in 2005 new events introduced included a tube race, a mystery event and a ring toss for children. He reported that this years’ regatta will be held on Saturday August 5, that there will be a new mystery event, the craft will be a recycled raft and that the pink elephant sale will be replaced by a book/puzzle/game exchange and a larger bake sale.

Municipal Report

Barry Rand, Councilor for Chandos Lake reported that the new MPAC market value based tax assessments, which were introduced as a matter of policy by the Province of Ontario, will be frozen for a period of two years. There was some discussion of the process for filing complaints. Mr. Rand noted that the deadline for complaints was June 30, with December 31 as the deadline to request reconsideration. There was some discussion regarding garbage collection. Mr. Rand reported that the current contract for collection expires July 1, 2007 and that costs of collection (gas, wages) have increased. Mr. Rand reported that a flood has occurred due to a beaver pond, on the Balmer Road, that the County has received approval to raise the road by 3 feet and install a culvert in order to remedy the flood situation. Mr. Rand reported that the Municipal Building was completed within the budget of $720,000 with funding coming from the Ontario government. He also reported that there is a shortage of volunteers for Community Policing. He reported on recent high density property development approvals on neighboring lakes, and that some projects, including the fish hatchery on Bott’s Lake had been put on hold. Mr. Rand reported that the official plan has been submitted, that the plan includes restriction on developments within 100 feet of lake-front, and there is a requirement that 75% of developed property must be left in its natural form. Mr. Rand reported that the highway 504 fire station will be used to store ATV’s etc., and that new fire trucks are being purchased. Mr. Rand reported that a strategic planning process is underway for the library. The plan will address the number of days the library will be open, the amount of space required and the presence in Woodview. Mr. Rand reported that high speed internet is now available within a line of site of the Chandos Lake beach (as there is a relay hub at West Bay Narrows). Mr. Rand then responded to questions from the floor.

Docktalk

Doug Halls provided a report on the Docktalk program, an environmental outreach program designed to encourage individual stewardship of their environment that was developed and funded by FOCA for 4 lakes, including Chandos Lake, in 2005, but is now being continued and funded by the Association. Doug reported that he had been asked to make 100 visits but was targeting 115 for the period from May to Thanksgiving. Each cottage visit includes a tour of the property and suggestions for environmentally sound practices for shoreline, septic, fish & wildlife habitat, invading species erosion and pollution.

Medical Centre

Cal Taillifer reported that the fund raising goal for the new medical centre is $350,000 and that there is still $70,000 to be raised. He encouraged members to make donations and participate in the garden party at the medical centre to be held August 27 from 2:00 to 5:00 pm.

Jim O’Shea reported that the Association had donated $1,250 to the Medical Centre to date. A motion to donate a further $750 was made by Dan Boyd and seconded by Rafiq Dosani, and unanimously approved.

Karen Best announced that there will be a 5 km run/walk to raise funds for the medical centre on Saturday August 12, with a $20 fee for early registration.

Municipal Elections & Property Taxes

Jim O’Shea reported that he would be interviewing the candidates for the upcoming municipal elections and providing a report to the membership in the upcoming newsletter, with a reminder to cottagers to vote in the fall. Jim reported that WRAFT had asked for financial support from the cottage associations in order to continue to pursue a freeze on property taxes. Barry Rand reported that the Coalition after Property Tax Reform (CAPTOR) was working on tax report.

Lake Steward

King Baker reported that he was asked to keep lake records in 1992, and that the MOE now wants to identify the lake stewards. He reported on the clarity of the lake water, invasive species and noted that while Stoney and Big Cedar Lakes have zebra mussels, there are none in Chandos at this time.
